Samsung Focus i917 is by far the best cheap windows phone in the market. It is a good phone but is unheard off because people either wants an Iphone or an Android phone. Even if this phone was released in November 2010, there are still dedicated people releasing custom firmware/ROM for this phone as well as applications for it

Word of caution when buying phones in general
You should first check with your telecom company if a phone can be used on that network especially if you are in the U.S. because telecom companies in the US use either CDMA or GSM and they are incompatible with each other. This means that if you have a GSM phone, you can't use it with a CDMA telecom network and vice-versa.
